The Koninklijke Bibliotheek (KB, National Library of the Netherlands) has started a project in which Dutch historical newspapers will be digitised, OCRed and made accessible - via internet - for scientists and the general public.
This project includes scanning, OCRing and online delivery of a selection of approximately 8 million newspaper pages from historical Dutch national, regional, local and colonial newspapers (1618-1995). This Invitation to Tender relates only to the scanning and OCRing of the selection. Software development for the online delivery of the newspapers will be developed by the KB.
Important notice: all responses to this Invitation to Tender should include a test set that will be provided by the KB. Suppliers that intend to participate in this Invitation to Tender are kindly requested to contact the project agency by email (ddd@kb.nl) as soon as possible. They will be sent a test set by return of post.
The KB organised an Information Session at 30 November 2007. In a PowerPoint presentation the KB provided information about its digitisation activities, the technical requirements as formulated in the Invitation to Tender and the tendering procedure. Please note that slide 29 has been changed in accordance with the discussion on the price model.

Please note that Supplementary Note no. 3 contains a new, revised Price Model that replaces the Price Model in the original Invitation to Tender. Suppliers are required to use this model for their Tender.
The procedure and timetable for this Invitation to Tender will consist of the following steps:
